Publish Package on PyPI

We should publish the package on PyPI.

Need to research which (most likely Google owned) account to publish under, and get permissions and access as necessary.

Then the process should be easy. We can use GitHub actions to publish anytime we cut a new release.

We'll also need to choose a version naming strategy.
