Description
We may need to add BUILD file(s) for the "reinforcement_learning" directory, to facilitate imports in the Google codebase.
It would be ideal to automate the process of creating and updating the BUILD files.
UPDATE: We may want to ignore BUILD files from the GitHub repository and just run `build_cleaner` on the Google side.
