Time for a V9 STV xml

Thought I would start the discussion on building a new V9 STV. Comments welcome. This is likely a lengthy project but perhaps it's time.
Some first thoughts...
- modular - base config would be external and loaded on demand. Perhaps things like the guide may be external as well but always loaded...then other UI's could simply theme it and use it too.
- base config should prompt for what UI the user wants to load and offer all Full UI plugins including the new V9 STV (phoenix 3, gemstone, STV3, etc).
- use phoenix core services...I would like to see this become part of the sage core...why reinvent the wheel
- dynamic menu built in...it's time that all users have a simple interface to edit the menu...while having a base default for users who don't want to "mess with it"
- new theme(s) - this is a place for others with graphics experience to jump in as this is NOT my forte
- built in properties "management" including export/import that could handle path management
