Release notes URL for plugins

So I noticed that there was an update for Phoenix Core Services today and I usually like to read the release notes to see why I'm upgrading. The release notes are a URL. I don't have any particular issues with that other than the fact that you can't open a URL in the UI. I was thinking that we could add something so that if the release notes is solely a URL or we could even just add a new field for extra clarity, it will be downloaded, verified to not be some kind of binary, then displayed as the Release Notes.

I might never get around to this, but this might be some low hanging fruit. I don't want people thinking that every time I post an issue, I'm adding a feature. :)
