Network Encoder Version 4.0

I would like to add the capture device name to NOOP since OpenDCT only uses one port for all capture devices and this is how we tell SageTV if a device is online or offline, it would be nice to know which one it is actually asking about so OpenDCT can then respond correctly. OpenDCT works with a lot of network-based capture devices, so it makes sense that possibly only one or a small group of capture devices might be offline and it would be beneficial to be able to ignore them in scheduling while they are not accessible.

I've already looked into making this change and it looks fairly simple, but I figure that if we're going to bump the version up, we should see if there's anything else that anyone would like to have so we make the most of this new version. This is hardly an urgent feature, so I'll let this sit here for a little while and see if anyone has any other wants or if I think of anything else.
