v2.OssLicensesMenuActivity not supporting nicely split screen

**Describe the bug**
Confusing UI on a tablet (Android 8.0) with two action bar

**To Reproduce**
Steps to reproduce the behavior:
1. Run OssLicensesMenuActivity on tablet (Android 8.0)
2. Open an Item
3. See design

**Expected behavior**
Only one Toolbar handling list and detailed view

- Plugin name and version [e.g. OSS Licenses 16.0.0]: plugin 0.13.0 and play-services-oss-licenses 17.5.1

Start at the OssLicensesMenuActivity entry point and reproduce the issue on an Android 8.0 tablet in split-screen mode using the listed plugin and dependency versions. Compare the activity before and after opening an item; done means the list and detail views are handled by one Toolbar rather than showing two action bars.
