Add "Custom Range" option to the Counter Track graph Display submenu

When comparing counter tracks between two runs I often want to compare the values with the same range so they match up.

For that I need to specify a custom range in the Display menu, something like this:

Start at the Counter Track graph's Display submenu entry point and inspect how graph ranges are currently selected. Confirm the existing comparison workflow, then define done as a Custom Range option that lets users specify matching bounds and applies them to the graph.
