OSV-Scalibr does not log output to the configured stdout and stderrs

OSV-Scalibr has its own custom logger, which does not match the behaviour of reporter or other outputs of osv-scanner. As part of the logging overhaul, we need to also configure osv-scalibr to follow the same stdout and stderr values.
