Steps to reproduce the behavior:
1. `pip install --ortools==9.14.6206`
2. `python`
3. `>>> from ortools.linear_solver import pywraplp`
**What did you expect to see**
Successful module importation
**What did you see instead?**
The following protobuf error:

- The problem doesn't occur on a glibc Void Linux chroot (`ortools-9.14.6206-cp313-cp313-manylinux_2_27_x86_64.manylinux_2_28_x86_64.whl`)
