Add generic uploader daemon service to utils.

This is a common enough need that we should strongly consider providing some boiler plate for it in utils, if not a fully-fledged runnable sub-module that can watch a directory and upload new test records that appear there. @wallacbe, it would be cool to start with whatever you already wrote if possible.
