.mdl-data-table : border styles on rows/columns do not display until hovered on

In the latest release of Chrome I have an issue with border styles on all .mdl-data-table rows/columns. The table displays with no borders but they all magically appear when you hover on the elements.

I have reproduced this issue in multiple machines and linked a video below of issue reproduced on getmdl.io website:
