getmdl.io scrolling issue on anchor links - Chrome 46

While navigating getmdl.io, I'm not able to scroll when I click on an anchor link in Chrome 46. Instead, it will scroll for as long as I am moving the mouse wheel or holding the down arrow, but then it snaps back to the top of the anchor link. This only occurs on scrolling down, not up.

This behavior does not occur in Firefox 41.
1. At getmdl.io click on "Components"
2. Click on "Layout"
3. Click on the "Grid" anchor link
4. Try scrolling to content below the fold.
