Floating label animation on prefilled input when reloaded

Hi, is the floating label meant to animate on reload if there is already text in a text input?

It is quite fast on this codepen, but slower in the virtual-dom framework I am using and perhaps visually distracting.

You should see the "Number..." text float up..

A Polymer Elements project I was working with does not exhibit this behavior.
