small fontsize cut off top and bottom of icon

I'm sure someone reports it but I can not find it..
Nevertheless some icons are rendering badly in small sizes on chrome, such as help_outline.
Reproduction:

1 ) open in chrome https://material.io/icons/
2) find help_outline and change it size on font-size 19px;

Reproduce the issue at https://material.io/icons/ in Chrome by locating help_outline and setting its font size to 19px. Inspect the icon rendering and determine whether the top and bottom clipping can be resolved; done means the icon displays without being cut off at that size.
