Handle flattening multi-dimensional tensors in common across all emitters

Most emitters flatten multi-dimensional tensors. We might want to consider flattening them before the emitters since that needs to happen tfhe-rust hl emitter and in the openfhe tensors.

But maybe we can also consider uniform multi-dimensional tensors across C++ / Rust / Go
