See https://github.com/google/heir/issues/300 for the initial discussion of the relevant academic literature. This issue is tracking the implementation of the first scheme-switching analysis in HEIR. Note that it will depend on lowering CGGI and RLWE schemes to one of binfhe (https://github.com/google/heir/issues/1238) or lattigo.
