Description
It would be nice to have `no-extraneous-require` behavior optionally enabled, or to at least have documentation on how we could turn this safety feature on for libraries.
I've been having trouble getting this feature working in [a mono repo I help maintain](https://github.com/googleapis/repo-automation-bots/issues/63).
