Add support to allow a user to filter artifact definitions based on label

**Describe the issue**
A user can currently select artifacts and filter based on operating system, however this can still be a large list. It could be useful to allow a user to filter on artifact definition label as well. Maybe support them both as simultaneous filter criteria?
