[Submission details] Show geometry polygon annotation reference on map

This is a follow up from #1477

When a polygon appears on the map, a number should appear next to it that matches with the submission panel for easy identification:

Currently, enabling polygons for local testing are blocked by these issues. Once they are resolved this issue can be worked on: https://github.com/google/ground-platform/issues/1744, https://github.com/google/ground-platform/issues/1736, and https://github.com/google/ground-android/pull/2715
