Determine which tasks should support timestamps

Filed in platform repo although this spans the entire project.

There was initial plans to include the timestamp as part of the "capture location" task but not for other tasks. This issue is to track discussion on:
1. Should we include timestamp in "capture location" task
2. If we should include timestamp in any other tasks (or all tasks?)
