[Download CSV] Improve visibility of "download CSV"

Description
The "download job data" option is hidden behind the job overflow in the side panel. Such an important part of the workflow should be shown more prominently. First thought would be to allow all data to be downloaded in a single click (as a ZIP?) via a single button, perhaps show next the the "gears" icon at the top right of the main UI. @vittorino Wdyt?
