If we cannot find a replay device, we should still open the trace

Description
This used to work. If we could not find a replay device, we would still show parts of the UI, and just not how parts that required a replay.
It would be good to retain this behavior. I would love to be able to see what commands are in a trace without having to have the specific device attached.
Otherwise we need an error message.
