Add Shlomo Stam

**Super short description of the Font Family:**

Shlomo Stam is an OFL font for Hebrew in "[Ktav Stam](https://en.wikipedia.org/wiki/Ktav_Stam)" style with [tagin](https://en.wikipedia.org/wiki/Ktav_Stam#Serifs_(tagin)).

By opening this issue, I confirm the project meets the following requirements:

**Discussion:**

I was contacted by someone from the Heschel School asking about the possibility of onboarding additional styles of Hebrew font to GF. Ktav Stam is a distinctive style used in the writing of holy texts, and we don't currently have a Ktav Stam Hebrew font available. Shlomo Stam is a free (OFL) font, but there does not seem to be any source available and the original author (Shlomo Orbach) has now died. The font is therefore unmaintained, so it would be appropriate for us to host our own version and maintain it, reverse engineering a source file from existing binaries.

I'm happy to do this, but there is an additional technical wrinkle. Typesetting Biblical Hebrew well is *complicated*. Shlomo Stam does it well, and uses a set of OpenType layout rules apparently derived from John Hudson's gold-standard [hebotl](https://github.com/TiroTypeworks/hebotl). However, we don't have the sources, so would rely on otf2fea dumps, which are not maintainable.

For a long time I've wanted to convert hebotl (which is a VOLT data dump) to FEZ, so that Biblical Hebrew typesetting rules could be applied to other fonts. Most of the remaining open issues in Noto Hebrew are due to Biblical typesetting, so if we can get this right, it would be helpful for Noto and possibly other fonts too. But it is very complex, and would take a lot of time and testing.

So this is a low priority onboarding request, one which is not straightforward, but which could have both cultural and technical impact. Because of that, I suggest that it's a "spare time" project for me (not Google hours), and this issue is just to track my progress in converting the layout rules and getting a buildable repo ready.
