Description

**Describe the bug**
In Hebrew, hyphenation is not allowed, only justification. Unlike in Arabic where one can use kashida, in Hebrew you have to use elongation. But Noto Serif Hebrew lacks a JSTF table.

**To Reproduce**
type anything in Hebrew, justify

**Expected behavior**
elongation
