Localized names missing from GF download

**Describe the issue**
BIZ UD Gothic was released earlier this year and we just noticed that the version downloadable from the [font page](https://fonts.google.com/specimen/BIZ+UDGothic) lacks the Japanese localized names that are present in the font as uploaded to GF:

The left side is the version downloaded from GF. The right side is the version that is in GF's github repository.

By stripping out these localized names, the font is not showing metadata as expected on Japanese language systems, and does not follow the behavior of other iterations of this font (like the version natively released with Windows).

I believe this is actually an issue with _any_ font on GF that include localized names (which may not actually be that many at the moment). Have verified that other fonts (such as Hahmlet) are missing localized names too.
