Noto font with Myanmar text does not render correctly

We made a [very basic test](https://s3-ap-southeast-1.amazonaws.com/jzoo-hotspot-dev/noto.html) to check how Myanmar is rendered using different fonts. Using Google Fonts with Noto does works almost correctly on Safari 10:


Firefox Developer Edition 51 is also incorrect:


And Chrome 54 is worse:


For reference here is a correct rendering using another font (smart zawgyi):


All screenshots were made on the same machine using macOS Sierra 10.12.1.
