Update Noto Sans and Noto Serif (LGC) to a variable font in Google Fonts

With the new Noto font website, it makes things easier to get Noto fonts for use in anything you want. However, the Google Fonts versions of Noto Sans and Noto Serif, which cover Latin, Cyrillic, and Greek scripts, haven't been updated to a variable font family yet. Yes, I know Noto Sans Display and Noto Serif Display are variable. If Noto Sans and Serif were updated on Google Fonts to be variable fonts, it would be nice.
