"Historical" languages

Description
0803a1e marks certain languages as historical. I'm not sure what the definition of "historical language" is in this case, but languages such as Ainu, Javanese and Mongolian are very much in active use. Even the Mongolian script / Mongolian language combination is current, as the Mongolian government is now pursuing a [script revitalisation policy](https://www.montsame.mn/en/read/219358). Fula / Adlam is a *new* script/language combination.
It may be that I'm misinterpreting the historical flag and what it's used for (*All* languages are "historical" in a sense...), but these seem odd cases to me.
