Add DINish font

I would like to submit DINish v2.003: a clean DIN-styled typeface family in Regular, Condensed and Extended widths to Google Fonts.

Datto commissioned Charles Nix of Monotype to design a DIN font to be open sourced, but other than releasing it with an OFL license to several free fonts sites, nothing was done to ensure it would thrive as an open source font. Altinn made an open source repository of its own fork, but have not responded to my inquiry about bringing it to Google Fonts.

I have spent some of my copious spare time cleaning up Altinn-DIN to the point where it passes the fontbakery tests, and hopefully ticks all the legal boxes for Google Fonts. README.md has some background on it's history. NOTES.md lists the fontbakery warnings I could not address (two false positives, one where the benefits do not outweigh the effort). I tried to meet as much of The Spec as possible.
