Can I legally rename a font without modifying it?

Description
We are working with a large client and want to use Noto Sans as corporate font. We also like to rename it. In the open font licensing it indicates that one **must** rename it if modified, however it is not clear if we may rename it **without** modifying it. So the question is – do we NEED to modify Noto Sans to rename it? And if so – how much modification is needed?
