Description
The font description returned from https://fonts.googleapis.com/css?family=Noto+Sans specifies characters that produce "tofu", exactly what the Noto font is supposed to avoid. Please see the attached same HTML.
The problems are visible in:
"Vedic Extensions block" U+1CD0-1CF6,
"Indic Number forms" U+A830-A839
"Devengari extended" U+A8F2-A8FB
