Mobile browsers incorrectly rendering some fonts such as Padauk

Description
When glyphs 193 and 208 are used together, 208 should appear above 193. However, on mobile browsers that I've tested. iOS Chrome and Safari, 208 shows next to 193 and a dashed circle appears below 208. This issue does not appear in desktop browsers.
I have included screen shots of one good rending on Mac Chrome desktop and two bad renderings from iOS Chrome mobile.
