Update all Devanagari fonts

Many of the Devanagari fonts released in the last 12 months have been updated with minor bug fixes since their last update in the API, so I should push those updates!

There are some higher priority families:
- [ ] Ek Mukta, POST table bug in current version, new FDK based builds available
- [ ] Halant, as the OT code for "ब्ध" is broken, new build available
- [ ] Inknut, with a new [nukta position](https://github.com/clauseggers/Inknut-Antiqua/issues/8)
- [ ] Sarala, with a new [nukta position](https://github.com/huertatipografica/sarala/issues/4)

However, to close this out, we should update those but also

- [ ] get a list of ALL the font projects developed for multiscript usage in the last few years
- [ ] get a list of all their upstream Github URLs
- [ ] for each project, check if their latest releases are being served by the API
- [ ] for each project, if an update is available, prepare a PR for it
