New release for protobuf 4 support?

Hi, I see that `google-fhir-r4` now supports protobuf 4 in the source code, however the latest release still only supports protobuf 3.

I would greatly appreciate if a new release could be published so that I can install protobuf 4 in my project, as it's needed for other dependencies.

This is currently blocking us from upgrading to Python 3.11.

Could you please publish a new release? Thanks!
