Document Windows specific refaster command line

Please add some documentation how to invoke refaster on Windows. As a Windows developer it is okay to replace wget and similar shell commands in the example, however I had a very hard time figuring out to replace the colon ":" between the jar file paths by a ";", since path separators are different on Windows and Linux.
