Release versioned documentation

Currently the javadoc and bugchecker docs are automatically rebuilt from head, and releases link to the latest docs. This is confusing when there's skew between the API at head and in a particular release, and or between thee checks available at head or in a particular release.

This bug tracks releasing versioned documentation and linking to the corresponding version of the docs from a particular Error Prone release.
