Add OSGi headers to uber jar manifest

It would be good if appropriate OSGi headers could be added to the conscrypt openjdk-uber jar. Jetty can use conscrypt when running in the jetty distribution, but due to lack of osgi headers, it cannot be deployed when jetty runs within an osgi container.
