Add anontations for describing parameters and time methods

What is the expected output? What do you see instead?

Only the name of a time* method is provided. It would be nice an annotation
could be used to associate a textual description with each time method and each
parameter. This annotation would appear as title text/mouseover text in the
caliper browser UI.

Converting Camelcase to spaces would also be nice. ie. "CamelCaseNSFW" ->
"Camel Case NSFW")

What version of the product are you using? On what operating system?
