Android device UI is not displaying in UICD tool

Steps followed to install UICD tool and setup

ATS Version
Version: prod_1.51.001
ADB: 35.0.2-12147458

Issues and observations:
1.prebuild or start from release folder, Both ways Device UI is not displaying in UICD tool
2.When Android test station is running in background,
> able to save actions or workflows and able to perform left side Icon actions
> unable to see device UI
> unable to use scrcpy manually also
3.When Android test station is not running in the background
> unable to save actions and unable to play workflows
> scrcpy manually able to launch
