Request permission to create a compatibility branch for PyTorch ARM64 build patch.

Hello XNNPACK team,

I’m from Microsoft and have recently been working on ARM64 build support for PyTorch. I submitted PR #10528 to address this:

I noticed that PyTorch currently depends on XNNPACK commit 51a0103656eff6fc9bfd39a4597923c4b542c883. For compatibility with PyTorch, I would like to create a new branch based on that commit and apply the patch from PR #10528 to it.

Would it be possible to grant me permission to create this branch, or could someone from the team create such a branch for this compatibility patch?
