Option to set requirements for individual downloads

### Use case description
I have a preference settings screen in my app, where I can enable or disable downloads with cellular data. But i'm trying to allow to start a single download using cellular network (even cellular downloads are disabled in settings), but all other downloads should not start or continue if the option in the settings does not allow it.

An option that allow to set requirements to a single download request.

An option to ignore requirements for a single download request.

If there is an option or a workaround to this please let me know.
