Playback buffering on live ad insertion streams

### Devices that reproduce the issue

We often see buffering while playing ads on Live streams. Usually the buffering happens at the advert start or the end of the ad break.
In some cases, the BUFFERING is very short, only a few hundred milliseconds.

### Devices that do not reproduce the issue

The bug report is from an SEI Robotics SEI700TE device (https://www.androidtv-guide.com/pay-tv-provider/tele2-tv-hub-mini/) -> Android 11
But it was also seen on other devices (Android TV and mobile)

1. Start playback for a live stream with ad insertion
2. Wait until an ad break starts
