Why EarlGrey doesn't use submodule to get fishhook and OCMock?

Description
Currently, one needs to run (directly or indirectly) the script [setup-earlgrey.sh](https://github.com/google/EarlGrey/blob/master/Scripts/setup-earlgrey.sh) to download them.
Why can't it be achieved via submodules? It would make setup easier.
