Missing function call in plc_wrapper_main

Hi,

I downloaded the latest plc_wrapper_main following [here](https://github.com/google-research/circuit_training/tree/main?tab=readme-ov-file#install-dreamplace).
When trying to submit a run with DREAMPlace, plc_client complies about a missing function [here](https://github.com/google-research/circuit_training/blob/dab72fa52f240264308f4638733ca7015bafe852/circuit_training/environment/environment.py#L330).

Could you confirm if such a function exists in the executable binary?
