Modifying Circuit Training Code

Hi,

MacroPlacement Team has an open sourced version of [plc_wrapper_main](https://github.com/TILOS-AI-Institute/MacroPlacement/tree/main/CodeElements/Plc_client) (under our interpretation). We provide [guidence](https://github.com/TILOS-AI-Institute/MacroPlacement/tree/main/CodeElements/Plc_client#how-to-run-our-code-in-circuit-training) on how to plug it into CircuitTraining in our github documentation but this requires us to modify and publish circuit_training code with ~100 lines of modification.

We do have reference/citation and disclaimer in our github page, but we would like to know if this is permissible and is there any further action we need to take?

Read the linked Plc_client repository and the CircuitTraining guidance on how to run the code, then review the cited references and disclaimer described in the issue. Determine what permission or additional attribution action is being requested; the issue is complete when the reuse requirements and any needed documentation changes are clearly recorded.
