The integration test `integration-tests/symlink-install.test.ts` is experiencing intermittent failures in the Chained E2E workflow.
### What did you expect to happen?
Consistent test passes.

CI Environment.
### Additional context
This test has been temporarily marked as flaky and moved to a non-blocking suite in PR #23259. It needs investigation.
