### What happened?
The integration test `integration-tests/hooks-system.test.ts` is experiencing intermittent failures (flakiness) in the Chained E2E workflow.
### What did you expect to happen?
The test should pass consistently in the CI environment.

CI Environment (Linux/macOS/Windows)
### Additional context
This test has been temporarily marked as flaky and moved to a non-blocking suite in PR #23259 to prevent it from blocking other PRs. It needs to be investigated and deflaked.
