Signed Binary Distribution for Repository

### What would you like to be added?

Provide a signed binary for the repository and host it on our GitHub site (or a similar distribution channel) for users.

When implementing this, please follow the steps outlined in the [Firebase SDK Migration for MOSS](https://docs.google.com/document/d/16aGSHFf6LZzzhHjo67k4hjareTsRJrRR42IOSDVKzgA/edit?resourcekey=0-aEU7jzumtGyTjZ21ME4P_Q&tab=t.0#heading=h.3sxddzjr5f6q) document and the "go/firebase-sdk-migration-for-moss" link.

### Why is this needed?

Having a signed binary in our repo and hosted on our site is sufficient to say we completed it and are finishing steps for distribution.

### Additional context

We are using the Firebase SDK migration document as a reference guide for the required steps, but the main goal is the signed binary distribution itself.
