Auto (Gemini 3) always uses 3-flash, and 3-pro is never called.

### What happened?

Multiple requests, more than 250 calls to flash, but not a single pro was triggered. It's very strange. It seems that I haven't been able to trigger pro in automatic mode lately. Tasks that used to trigger Pro, including bug investigation design, have not been used recently. Using a specific Pro 3 application works correctly.

### What did you expect to happen?

Depending on the task difficulty, it can correctly use the Pro mode in automatic mode, instead of always using Flash.
