Description
As we continue to add features: plan mode, skills, tasks/todo, etc., we must ensure that we are properly tracking what this means in the scope of subagents.
Do they require additional configurability? Should we exclude certain things? This epic tracks this work to ensure our subagents are highly capable and have access to the same tools and allow users to make use of them.
One thing to consider is [17759](https://github.com/google-gemini/gemini-cli/issues/17759) b/c by consolidating, this work should be fairly scoped to opening up configurability to users via md
